Here in Western WA you will find the Stickleback Minnow and the Sculpin among the most prevalent.  The Sculpin while not a true minnow, but rather a species, is generally so small, that it is grouped with minnows in general.  If you happen to catch a Sculpin out of the Columbia River, you will most likely think it's a small catfish at 1st.

I'm with Smitty... Sculpin are probably the most important food fish for bass in this state. Although - they are a family of species (cottidae), not just one species.

In Lake Washington, longfin smelt is another important baitfish, although I doubt bass run across them much except during their migration to the rivers to spawn.

Don't forget the "almighty" salmon, too. Most of our little lakes in Western Washington have some kind of salmon run, whether it be coho, chinook, or cutthroat trout.
