Cormorant Control in Michigan...

I saw this on Yahoo!'s home page and thought some of yas would be interested. I don't see how it is legal to shoot Cormorants, because I think they are covered by an International Shoreline Bird Protection Agreement. On the other hand, I'm pretty sure they are not native to Potholes Reservoir or other inland waters. Are they native to the USA? I'd support an open season on them.
