Its been open since June.  It was suppose to close the end of August.  The new rule keeps it open until the end of October.

You're right Rodney.  I misinterpreted it.  The page on the link makes it sound like it OPENS on Sept 1st, implying that it's closed.

I think they meant to say that it will REMAIN OPENED.
