I have been largely inactive since the spring, but was thinking about the upcoming team tourney on Lake WA.  Can somebody help me to understand how exactly this works and how to best find a teammate if I actually have the weekend free to fish it?

Find a club member in the club to fish with you and pay $20/each for your team and it is no different than our club tourneys just that your fishing as a team instead of as an individual..
