As far as I understand from a couple of prof's at UW who work on this sort of thing, although unburned fuel might leak into the lake, 99% of it (or more!) is evaporated off into the atmosphere. It wouldn't have a  measurable effect on the quality of drinking water.

Pollution by two-strokes has much more to do with air quality than water quality. Although I support the advancement of clean burning technology, I really hope the council doesn't go overboard and deny access to the lake for outboard driven boats.
