Chris, Obviously you've obtained this data through some sort of bass habitat study on Lake Washington. Although I found plenty of dry, dull reading on the subject, this stat seems elusive. Even a quick search of the King Co. assessors' database came up empty.
So, a wild guess.... 2,750 give or take 100

I think all "docks" that we fish are "piers" and the only "docks" on the lake are on lk. Union which there would be 4 of those.
