I called lowrance today, the program is for those that have a faulty unit that they purchased.  You have to send it to them, they bench test it, and depending on what they find you can receive a discount on a new unit.

Was wondering if anyone has any info on the trade up program and how it works?  I was told to get in touch with a rep.
