Something is weird with the story... they should be able to get to the bottom of this.
Plain and simple, cut it open to see if it has any weights in it. If it doesn't, weigh it again. There are formulas available for estimating how much a frozen fish weighed fresh. They get you REALLY close. Freezing a fish whole doesn't get rid of that much weight, just some water weight. Oh well - sounds like the guy was full of it.
