You can pay your launch fees ahead of time for Lake Roosevelt at this link https://www.nps.gov/laro/planyourvisit/fees.htm You can select your start date and for 8 bucks it's good for a week.

I'll be staying at the upper part of Coulee Playland and will arrive early Friday afternoon for early sign-ups. Look for the yellow Triton and the white E350 van aka The Tow Turd. I'll be at the Spring Canyon launch at 430 for sign ups with a 500 drivers meeting. We'll probably fish til 3 on Saturday (we'll vote during the drivers meeting) and 1:00 on Sunday.
